    Victor Stone (Cyborg) takes on Bass, the most powerful Robot Master Dr. Wily has ever created.

    This is the Cyborg from the teen Titans animated continuity (including Teen Titans Go!).

    Bass gets Treble for this fight.

    What kind of actual feats does Bass have?

    As nebulous as this is, I will say that Wily did build King to be superior to Bass; yet Bass was able to beat him.

    Even though Bass has never beaten Mega Man before, his specs are superior to those of Mega Man in EVERY aspect.

    Zero is technically not a Robot master.

    Unless you're willing to use Megamix/Gigamix or Archie Comic feats, Bass has no applicable feats that would put in the same arena as Cyborg, who could easily hack Bass' neural matrix and reprogram him into being his personal butler.

    While that would be a distinct possibility, I am unsure that TT/TTG! Cyborg would be able to hack and/or reprogram an AI that is (near) sentient.
