50/50, depending on who is quicker. Neither character is notable for speed feats. Sue without a forcefield up is going to be downed by lightning. Storm on her best day is going to be downed when a force field opens inside her head. Heck, even a force bubble knock to the forehead would take Storm down.
My thoughts exactly. But of course she's never been a Sue.

If one is quicker, they win. But it's not 50:50.
If 'Not-Sue' Storm reacts fastest by any appreciable margin, she wins.
If Sue-but-not-'Sue' Storm-Richards reacts appreciably faster, she wins.
If it's a tie, or even just very close, while 'Not-Sue' is summoning lightning, Sue-but-not-'Sue' is producing a force-field to protect herself. From that point on, she can just kill 'Not-Sue' at her leisure with impunity.
Susie definitely has the slight advantage.

Bloodlusted, it's a quick draw competition.
Now if you turn off bloodlust and make them try to fight each other with normal personalities in tact, I think Storm pulls out a win, as she tends to have more actual combat training and is far more aggressive with her powers.
She does. It just seems that Storm does that kind of stuff quicker and more often.
I'd find it nebulous overall, Sue gets her variety of those "she's actually the most dangerous member of the FF!" moments. Also given the Fantastic Four's career history, I wouldn't really hold Storm as being significantly better fight trained in a "fights with superpowers" way, part of the FF's whole big deal is that they have some of the best teamwork and depth of experience in the MU. Or was.
