Yeah, it's sad that the heroes who moved to Opal City as Jack was leaving (Ralph and Sue Dibney, the Ryan Kendall Black Condor) all wound up dying in various minis not long afterwards. Maybe someday Robinson could do a book featuring Shade, Mikaal Tomas, Bobo Benetti, Charity, and (why not) Congorilla serving at its protectors.

In a heroine tied to greek mythology? Please. The Greeks loved their city-states, their polei. Athens, Sparta, Corinth, Thebes, Syracuze, Olympia, Megara, etc. Every city had a patron/protector god or two (a similar custom is how catholic cities often have patron saints).
Gods are often linked to certain places. Also each city had its own revered heroic founder(s)
Even Aquaman has his own city nowdays - in fact he has two: Amnesty Bay and Atlantis.
Only guy who doesn't need a city in the Phantom Stranger, and that's because he's literally destined to wander the Earth.
Ins't Wonder Woman a ambassador? It makes sense to leave her in Federal City, which AFAIK is a strand-in for DC.
How about nobody? From what I heard, Detroit is almost a post-apocalyptic city. You can't deal with something like that properly without somebody perceiving himself as insulted. I would rather get a stand-in.
What's with people throwing black super-heroes in Detroit? Vixen, then Cyborg. I say leave Detroit under Simon Baz, its his turf. Also he barely goes around, anyway.
Same here, they're more "Alternate History" thus more exciting and interesting. A good writer knows how to use such a tool.
Hercules (under the name 'Champion') lives in Gateway City, a fictional West Coast city, based on San Francisco. Wonder Woman moved to Gateway, for awhile, in the 90s, and the Spectre lived there, in the 40s.
