I would say Wally, mostly because of how often Wally spoke of Hal and Barry in the same breath and had a problem with Kyle when they were in the JLA, feeling that Kyle had such big shoes to fill. Roy was probably ultimately closer to Dinah because of how she helped him through his addiction. Roy might've seen Hal as one of the reasons he felt abandoned by Ollie.
Probably Wally but Roy definitely sees Hal as a father figure too.
Well Scott Snyder's this in an interview:
I don't know whether that conflicts Hal's relationship with Barry (or even Wally) or not.There are other relationships we’re really excited about exploring in a new way, too. I think Batman and Superman, especially as things start to ramp up now, come into conflict in a way that we haven’t seen before. There’s also John Stewart and Barry Allen, who for us start to develop a really deep friendship.
Well, they already have Sinestro as a recurring villain in the book despite Hal not being there anyway, so it's not surprising to see Barry being friendly with whoever happens to be the resident GL on the League. He dated Jessica in the previous run and even had kids with her in a parallel future.

I don't think so. Roy was very close to Hal too. If you read Meltzer's JLA you will see Roy said "Dinah taught me how to fight. Ollie taught me to be tough. But there was only one man who taught me to be unafraid." And it was Hal helped him when he was driven out of door by Ollie.
