    I mean, is there any shapeshifters in the DC comics universe?

    Quite a few actually, like:
    Martian Manhunter
    Beast Boy
    Plastic Man

    Plus there are a few who have some limited shapeshifting in their powerset.

    There's a whole planet full of shape-shifters--Durla. And since that's related to the Legion of Super-Heroes and the Legion was a big influence on the X-Men, maybe that's an important link. Also from the LSH, there's the Proteans--protoplasmic blobs that can assume the shape of anything.

    There was, I believe, Everyman, who had the similarity to Mystique in that he only ever transformed into other humans.

    Yera coming second after Reep probably keeps her off the radar, but her being tricked into disguising herself as Shrinking Violet for over a year was an important event in the Legion mythos and her own history, IMHO.
