Somehow he missed the warning signs along the way. This new world order he shamefully helped create has eliminated the need for "super-heroes" as his intel, defense strategies and shared advanced technology ushered in an age where one police force governs all, by rule of law, and those who do not abide are incarcerated or worse. Freedom replaced by fascism. Those with powers made powerless. The great tragedy may be that it was all orchestrated by one of his own "family."
• The Batman has all but been forgotten. A legend of the past. But he hasn't been in hiding. He has been brooding, as he does best. And planning. Today he comes out of retirement and he's reuniting a family. Old Man Bruce, Carrie Kelly and Harper Row plan the ultimate distraction by cleaning up Gotham's Old Town District, now known as The Demilitarized Zone, drawing the attention of Justice Incorporated (formerly Batman Inc. ironically) forces to shut them down. But when three airships appear out of nowhere and release toxic gas clouds over the city without warning, Dick is faced with a population driven by one thing. Fear. And the clouds have infected Dick himself! Can Nightwing face off his own worst nightmares as Scarecrow comes to town? Or will Dr. Crane get what he seeks – a powerful new technology developed in STAR Lab’s resident HQ that could amplify his fear toxins to a near global level when dispatched from the right location. Thankfully Dick has help in the form of Thunder and Grace Choi who are back in town, and have brought Harper Row, former Agent of ARGUS and the vigilante known as Bluebird, along with them. But even they are not enough and Dick is forced to enter the fray as Nightwing himself which means giving executive control of the situation to Jason Black. If Dick wasn't too busy operating as both Nightwing and the Mayor he would have no doubt been able to research Black more properly and determine his true identity, but because of the extra workload on his hands, Dick was unable to work out that he has just handed the keys of his city to none other than Roman Sionis, aka The Black Mask!
And with Nightwing distracted by Scarecrow, Sionis seizes control of Blüdhaven's key law enforcement offices and its law enforcement in order to pay back his end of the bargain and get Crane the STAR Labs technology. Unfortunately for Sionis however he forgot about one person standing in his way, one of the few good cops in the city, Laura Martin. Can Laura hold off Sionis' men, and some of her former co-workers long enough for reinforcements to arrive?

It is called GOTHAMETROPOLIS and Tiffany Fox believes it is the perfect place for the Outsiders to setup shop just outside of the reach of Pendulum and M.A.S.K. What is Gothametropolis? It is newly constructed city that completely simulates Gotham and Metropolis. From the Daily Planet to Crime Alley, the city has completely re-imagined both cities and made it into one mega-city. During the daytime the city's version of Super-Man rules the skies, while at night Bat-Man rules the streets. Both heroes are complete with similar power-set, weapons and skills. There are actors hired to live the lives of Luthors, Waynes, Lanes and Gordons. Epic events that happened in Gotham and Metropolis are recreated at great expense and greater loss of life. However Creeper, Spoiler, Man-Bat, Misfit and Croc are now unexpectedly part of this landscape. Like a pebble thrown in a pond, their presence makes ripples and threatens the city's maintained organized chaos element of the city. When C-list Superman and Batman villains are shipped in, Gothametropolis' Man of Steel and Dark Knight may need the aid of the Outsiders. Argus was abolitionist who along with Harriet Tubman led hundreds of slaves to freedom. Although he hid his great powers and alien heritage he continue to help mankind in any way he could taking on several identities. He was the brave heroic cowboy known as Lobo, who legend in the west was only equaled by Jonah Hex. He was an elite soldier Ulysses Hazard in World War 2, fighting alongside Sgt. Rock and All-Star Squadron.

In the present, Arnus is still alive. He did not age visibly beyond adulthood; to disguise this fact, he periodically assumes the identity of his own son. By the late 20th century, he is posing as corporate lawyer Augustus Freeman IV, the great-grandson of his original human identity. He now uses the totality of his superman-level powers and intelligence to protect humanity as ICON and he is living history.

So while Lois promises to watch Jon, (see how well that goes in The Adventures of Superboy & Robin #1) Clark decides to take "Dad" to the Fortress of Solitude for some father-son bonding. Clark explains that in this universe he is the last son of Krypton, that his Jor-El and their home planet was long ago destroyed. He tells him about the Kent farm in Smallville, coincidentally Jor-El knew a Martha Kent on his Earth too, about becoming a costumed hero in this world where the Justice League protects against evil, about the reasons for his secret identity, about Lex Luthor and Brainiac, and about the gift and challenge that the Jor-El he knew left him. Jor-El says that in every universe, he is surely a proud father. And then he tells Clark that the multiverse is sick, the structure that holds all the worlds together is fracturing by some unknown force. He believes that together they can solve the mystery, cure the universe and perhaps restore all things to their rightful order, which means not only saving the Earth Jor-El knew, but perhaps saving the Krypton that Clark never did. Their story, their adventure, their destiny....is just beginning....

It's no surprise that in his drugged out, semi-conscious state of mind he has crazy dream that is like a never-ending bad sit-com. Lex Luthor and Superman are married, Amanda Waller is his surrogate mom, Ms. Martian is his step-sister, Wolf his dog, Alfred is his butler and somehow Granny Goodness is his grandma. They all live together in a mansion in Bel Air, Los Angeles. Cadmus sends Connor to live with them and continually gets into trouble.

In the real world, the mysterious super-agent Bad Samaritan (see https://en.wikipedia.org/wiki/Bad_Samaritan ) visits President Waller. In his briefcase, he has the means to force the President to resign, otherwise she must do whatever he and his benefactors want. He also wants Connor. effective immediately!
