this is like the creator of GPS, using General Relativity to achieve a great invention, is not the same as fundamentally shifting our understanding of the universe that Einstein did actually developing General Relativity.

Well, it's kinda like not giving Marty Cooper (the inventor of the cell phone) credit, because Alexander Graham Bell invented the telephone. Or not giving Bell his proper credit, because his invention drew from concepts that Édouard-Léon Scott de Martinville used for his invention, the phonautograph. Bill Foster definitely deserves credit here. Generally speaking when inventors or scientists advance an existing idea/concept/technology, they get credit for it. I just hope Bill was smart enough to patent his discoveries.
