I don't know if it counts but the Teen titans. Deathstroke, Brother Blood, H.I.V.E, Trigon etc.

Green arrow's rogue gallery has always been minimal with only a hand full of rogues which were still not that great like Merlyn, Count Vertigo and Brick but it seems Lemire will make sure people won't say that anymore in the future. The Outsiders, new Count Vertigo, new Red dart, new Killer Moth, Richard Dragon and that all in 15 issues. Those are some great rogues and I can't wait till he gets to create/re-create even more villains!

Never heard of her but since it's an Ostrander creation she must be a good villain (still waiting for Dc to collect his Firestorm (and Hawkworld and the rest of Suicide squad, they're on the right track with Spectre and Martian Manhunter
