between those two, I'd give it to Firestorm, although the New 52 Hawkman was starting to develop a decent rogue's gallery. Who's Naiad?

I don't know if it counts but the Teen titans. Deathstroke, Brother Blood, H.I.V.E, Trigon etc.

Yeah I'd go with the Titans.

I have been reading old Hawkman and Zatanna comics and I have to second Hawkman.

    Zatanna

    Allura

    Warlock of Ys

    The Druid

    Brother Night

    Nimure Ravenclaw

    Tarrnak

Granted, the characters could use a bit more development.

    Hawkman

    Byth Rok

    Thasaro

    Gentleman Ghost

Those are the ones I am familiar with at the moment.

Wonder Woman (yes, she is not a B list but she is underrated)

    Ares

    Cheetah

    Circe

    Dr. Cyber

I defer to Perez's characterization of these characters except Dr. Cyber whom as far as I know, Perez didn't have a hand in writing. I included her since I read some of her Bronze Age comic appearances.

    Green Arrow

    Count Vertigo

    Anton Allegro

Green arrow's rogue gallery has always been minimal with only a hand full of rogues which were still not that great like Merlyn, Count Vertigo and Brick but it seems Lemire will make sure people won't say that anymore in the future. The Outsiders, new Count Vertigo, new Red dart, new Killer Moth, Richard Dragon and that all in 15 issues. Those are some great rogues and I can't wait till he gets to create/re-create even more villains!

If you're willing to count Flash as B-list, in that he's not Superman, Batman or Wonder Woman, than him by far.

With that question only one name came to my mind:

    Captain Marvel
    Dr. Shivana
    Mr. Mind
    Mr. Atom
    Mr. Banjo
    Captain Nazi
    Black Adam
    King Kull
    Sabbac
    Sabbac II
    Ibac
    The Arson Fiend

    Just to name a few.....

Also Green Arrow is difficult for me to put him in the b-list characters. He has a small but cool roster including Count Vertigo, Merlyn and Deathstroke.
''Still they cry out for him...for their hero and savior...but he is broken...and GOTHAM IS MINE!!!'' - Bane

''Just you. And me. And Smith and Wesson.'' - Detective Harvey Bullock

Is Captain Marvel really B-list? He was once as popular as Superman.
