I missed that part. There is no indication in the panels that emma or cuckoos confirmed its real Jamie. Writer obviously leaving it open that way.

Doubtful, for all intents and purposes the writer meant for it to Madrox as it was confirmed that Madrox was stationed at Muir island at the start of the issue. Secondly, the Cuckoos and Emma are there. Emma's message to the entire world saying Madrox is dead would also be projected to the real Madrox if he were alive. And the X-Men would double check that with Cerebro pointing to him being alive rather then dead.

Additionally there's been an 8 month gap where Madrox hasn't shown up on Cerebro or been used.

He was used because they could kill a lot of people without killing tons of some what famous characters.

The Cuckoos also locate him in issue 1. Additionally, they send the data to Beast who also would have figured out it was a dupe.
