Nobody below Celestial Level (since at least two High End versions of Thor are Skyfather-Level, and at least one of them thoroughly outlcasses Odin).

...and, after stealing Shuma Gorath's power on top of that of a Chaoslord's (in one of the most hilarious escalations of power I've seen), would have obliterated galaxies simply by showing up and saying 'Hi'.
