As Dick fights The Black Mask for the future of Blüdhaven, he soon realises that he cannot give the full attention to both his superhero role and his day job, and knowing that he cannot abandon his role as Nightwing he decides to put the future of Blüdhaven in the hands of someone who he actually trusts, Laura Martin, one of the few honest cops in the city.

Superman's worst enemy, his son Lex is banned from Metropolis, removed from LexCorp/LuthorCorp and his mind wiped of all knowledge of Superman. Kryptonite in all it's forms is completely illegal and is has been relentlessly sought and destroyed until there are no traces of the alien mineral within the city limits. S.T.A.R. Labs has constructed a city-funded mega solar tower that not only serves as a new power source for the city, but also the Man of Steel. Law enforcement and all the city resources are all at his command. Superman has never been so supported in his mission of justice..within the city. However, things are not always what they seem.

ITEM 1: President Waller. Due to classified dossiers, files and recordings now disclosed to President Waller and her Cabinet they must all resign effective immediately. Otherwise, their various illegal activities and scandals will be exposed on social media, WikiLeaks and all news networks. Goodbye Madame Prez!

ITEM 2: Cadmus. Didio the radiated spider that obtained "human powers" after biting a student continues to be monitored. He has begin recruiting other super animal into a "Legion of Super-Pets". It began with the Kryptonian canine and primate(Krypto and Bippo). Currently, Didio is in Big City recruiting the world's first cyborg dog Dynomutt, Dog Wonder. The goal appears to be to safeguard the cities Superman can no longer protect due to the recently passed SUPERMAN INITIATIVE. I will continue my surveillance on his efforts and will terminate if needed.

ITEM 3: Connor. The being created from the DNA of Superman and Lex Luthor is now under my total control. I will manipulate and forge him into a weapon to serve my benefactors needs, whatever they may be. I have renamed him Prime. His rebellious nature is a problem, but I'm a problem solver.

ITEM 4: The Interloper. He has arrived from an alternate Earth. He brings chaos and destruction wherever he goes. His instincts and adaptability has allowed him to overcome all his enemies. I will rendezvous with the bounty hunters from his world Mr. Sam and Mr. Fudd.
