spiderman villain with angel wings?

i remember reading a spiderman newspaper comic in the late 90s were he fights a villain with angel wings not angel from xmen not vulture just a normal looking guy who a mad scientist gives angel wings i think if im not remembering it worng do you guys now who the villain is?

Man if I'm correct, this is a story dating back 20 years. If I recall correctly, the kingpin or someone took a homeless man and took him to a scientist who gave him the wings. He was some random guy they picked up and experimented on.
