It has to do with age (+ Time Travel).
Cable was a leader for most his life in the future before he came back to the present where he continued leading various teams.
Cyclops and Storm have been leading for all their adult lives but if talking about time spent leading then Cable has still lead for a longer time then they have.
As someone who's new-ish to comics I have no idea who captain Britain is or what s/he has ever done for the xmen. Time to google!

Cable has been a leader of X-Force more years then Sorm was for the X-Men.

Rachel. She literally started an entire religion in the future from nothing. Also dragged Scott and Jean there kicking and screaming and forced them to finally parent (a feat once thought impossible). Plus she has all her memories and experience from from this era packed back into that tight little twentysonething time paradoxed bod.
Rachel's the only true heir to Xavier and the only X-Man we've ever seen prove that. Everyone else (Cyclops, Storm, etc) we've just seen tread in Charlie's loafers while somehow making worse decisions.

9. Rogue (If I considered her recent history with UA X-Men related, she'd be #5, but only a small stint as leader during Gage's XML run and on/off during Carey's)
10. Banshee, probably the lowest mortality rate during his tenure with Gen-X, kept the kids safe... for the most part
** Kitty Pryde, I didn't like her Bendis run, but she took charge in a messy situation where Storm would have been better suited, then bailed
** Cannonball, shared leadership with Danni and then with Cable in X-Force. Hasnt been a leader-type in a while though
