Well if some New 52 stories happened for Reborn Superman, Batman should still be a pretty good friend.

I have different answers for different eras. Silver/Bronze it was Jimmy. Post-Crisis I'd say Diana. New 52 it was Batman.

This isn't counting Lois just for the sake of differentiating between best friend/love interest or lover.

I sort of agree with this. I'd say he has a different best friend for different stages of his life. He is very close to all of these people however. I'd say that Lana Lang might be it as far as this continuity might go as far as a best friend outisde of his marriage. As long as he's married to Lois, she's the winner hands down.

Superman and Batman are close superfriend bffs/friendly rivals
Superman and Wonder Woman need to have their relationship re-examined and built up for this new continuity. THey may go back to a post-crisis style friendship hopefully. I miss seeing them close. Its just hasnt been shown yet in the new continuity.
Pete Ross has gotten the short end of the stick and needs to be brought back.
Jimmy Olsen needs some revisiting too. New 52 Olsen as Clark's Best friend in Metropolis/ Roommate was good. It got so good that he finally did reveal the secret to him. I hope he still knows, although I doubt it.

Don't know why so many people are saying Jimmy when they barely speak now.From his actual cast, I'd say Lana since she was a day one.
