Based on interviews it's likely because Mystique is meant to be a brotherhood member.

Is this a Joke? DC loves to promote Batman but he wasn't part of the Man of Steel merchandise. Why? He wasn't in the film. Same here. No one is saying Mystique is on every Fox X-Related Film she wasn't in Deadpool with but the ones she's in she's now in too much.

We only saw about 2-3 of Laura's comics, and maybe two of Bobby's action figures. That ain't exactly a big sample size.

In it, he literally said that Fox wants mystique to be the face of the franchise going forward and that apocalypse was re-written to make her part bigger/better. And that was at the expense of very popular character Wolverine. It's pretty logical to assume she's going to have big part in that his movie (since fox wants her as 'the face') and that other characters, will likely 'suffer' as a result. I mean if even mega popular Wolverine got his part cut down for her, what chance do less popular characters have of escaping that fate?

That has been the case with every X-Men movie, even Logan (until the trailer hit). FC and DoFP angst only intensified as release got closer and deafened when the movies got good reviews.

You missed the point that second trilogy is still more about Mystique and Mystique even when the only movie with good box office was advertised as:

The X-Men send Wolverine to the past in a desperate effort to change history and prevent an event that results in doom for both humans and mutants.

so less M&M(as good guys) = better box office
