Jean called herself Phoenix because she had reached her full potential and basically came back from the dead. Because the Phoenix in mythology resurrects itself after death.
Since Jean didn’t rise from the dead in Apocalypse she wasn’t Phoenix yet.
It was stated that she was at her peak.

The agreement also provides Disney with the opportunity to reunite the X-MEN with the Marvel family under one roof and create richer, more complex worlds of inter-related characters and stories that audiences have shown they love. It only makes sense for Marvel to be supervised by one entity. There shouldn't be two Marvels.
But her growing more powerful later on proved that to be a boldfaced lie. Or at least shows Claremont and Byrne didn't plan stuff nearly as far ahead as generally assumed.
Also, she obviously didn't get to keep her "full potential as an entity of pure though" because she went back to having a body.

it didnt have to be in the credits for it to be perfectly clear it was phoenix so stop being contrary, especially when its pretty obvious ur reaching.
