A lot of the background Star Wars material is building up something out in the unknown regions/wild space
things like the third book of Aftermath and Thrawn are talking of something out in Wild Space completely separate from the Core's politics and I think they're building that to be Snoke's background
He is Snoke and nobody else.
Controversial, but I believe he is a 100% original, new character.
He is no more Mace Windu or Darth Whatever than general Hux is the grandson of Obi-Wan Kenobi.

I lean towards his being a completely new character as well, but that raises the question: where has he been up to now?

No. The Knight of Ren was all trained by Luke Skywalker. Kylo Ren ( aka Ben Solo) was also trained by Luke.
Snoke got in the way. Luke stopped training Jedi. ( watch The Force Awakens)
The Last Jedi is referring to Snoke. He is the lasting living Jedi from the Jedi Order. Luke isn't from the Jedi Order.
