Tools. There are enough powered characters and it's a unique and distinctive gimmick.
Okay I think I've decided on a good compromise:
* Sandra - no powers.
* Delilah - power of intangibility and invisibility.
* Stormy - Advanced tech she invented herself.
I think that Delilah's powers came from tech too.
The other two Phantom Lady's post flashpoint also use technology (Jennifer's was created by Doll Man and Sophia also used it, I think she invented it herself)
So as all Phantom Ladies have always used technology to fight crime, I don't see the need to change it.
OP Question -
I'd go with tools or "gadgets" not that I feel either power-up type listed in the poll is necessary for her. Her powers are interesting enough without any additions, IMO.

I voted for Powers why name a character Phantom Lady if she doesn't have certain abilities that go w the name.it's like calling barry or wally the Flash but they don't have super speed powers.Phasing or Invisibility would be cool.
Because back when the character first appeared back in 1941, not everybody who fought crime while wearing a costume had super-duper powers. Referring to her as "Phantom Lady" implied she could use the night / the darkness to conceal her movements, etc. It was as if she was a Phantom or ghost the way she could quickly vanish from site.
And I bet you were bummed when you found out the Phantom of the Opera didn't have all those cool ghostly / invisibility / intangible super powers!
