Literally, the only dentist-themed supervillian I've ever heard of was Knightbrace from the cartoon Codename: Kids Next Door, which had nothing to do with DC.

The Joker did use a dentist motif briefly in the Mad Love comic and cartoon adaptation, though.

I seem to remember there being a Jokerized dentist in John Layman's run on Detective Comics as well.
    As of now:
All-Star Batman, Batman, Doom Patrol, The Flash, The Fix, The Flintstones, Green Valley, Hadrian's Wall, The Hellblazer, Moonshine, New Super-Man, Suicide Squad, Superman, 'Tec, Unfollow

Not a DC character, but Dr. Mindbender, the "mad scientist" for Cobra in G.I. Joe comics and cartoons, was a former dentist who experimented with mind control techniques to ease his patients' pain, before going full evil with it.

The ultimate evil dentist was Sir Laurence Oliver, in the 1976 movie Marathon Man. ("Is it safe?") However, I don't know of any comic book adaptation of either the film or of the William Goldman novel on which it was based. That's rather surprising, actually, since the time seems right for a graphic novel version of a story about escaped Nazi war criminals and the secret US government agency that conspires with them. Oh, and about marathon running and dental torture, of course.

There is Philip Miles who was a member of 'League of Smiles'.

    He also appeared on Gotham:
