Betsy was found in the South China Sea after her trip through the Siege Perilous(and was still Caucasian). And was altered by Lord Mandarin in Hong Kong. And when first unleashed, Psyocke(as Lady Mandarin) spoke Cantonese. There is nothing in those first stories that suggested she was supposed to be Japanese.

That was Betsy in Claremont's story. Kwannon was created by Nicieza and her backstory had her as always Japanese

Probably something similar to how Jean absorbed all of Madelyne’s memories, soul, and power. Their souls were so closely entwined, that maybe her soul latched onto her old body?

Its kind of different though as Jean didnt absorb Maddie. The Phoenix Force merged Jean with her and did so bc it part of Jean's soul which gave Maddie life. Kwannon and Betsy werent even on the same continent when she died and Betsy herself died

I guess it depends on when exactly the mutant formerly known as Kwannon started hitching a ride with Betsy in her own body?

If she was there since she died in Betsy's body, then I guess you could say "because comics"
Or maybe she got pulled back to life the same time Betsy did when Jamie Braddock resurrected her body with Betsy in it
Or maybe it has something to do with the Sisterhood arc, Maddie placed Betsy back into her original body for a little while until Dazzler melted her face off

Basically the two were completely separated until recently when Marvel wanted Betsy back in a British body and then change her into a tank for this current version of Excalibur...so they just retconned things to fit what they wanted...
