Summary
Heroes Reborn: Siege Society by writer Cody Ziglar and artist Paco Medina is a 'Heroes Reborn' reimagining of the Masters of Evil and/or the Thunderbolts concept, with very familiar names joining the line-up.
Baron Zemo remains the leader and he's joined by Victor Creed, otherwise known in the mainstream Marvel Universe as X-Men villain/sometimes-ally Sabretooth.
But rounding out the line-up is three superheroes with villainous pasts or origins -Natasha Romanov (Black Widow), Clint Barton (Hawkeye), and Scott Lang (Ant-Man) - all of who in the 'Heroes Reborn' Avengers-less reality apparently never made the hero turn.
Although not mentioned in Marvel's description, the Scarlet Witch and Quicksilver amalgam Silver Witch is also on the cover. They too originated briefly as villains in the Marvel U.
"After the Civil War that split the Squadron Supreme in half, Nighthawk formed his own Squadron in Europe," reads Marvel's description. "But not all of Europe is okay with it. Baron Zemo has put together his own team to take them down and the Squadron doesn't stand a chance."
Namedropping Civil War, arguably Marvel's most successful modern universe-wide event is noteworthy. Apparently, in the 'Heroes Reborn' reality, the Squadron Supreme, who essentially takes the place of the Avengers, had their own civil war. It'll be interesting to see if Marvel adapts Civil War into its own 'Heroes Reborn' special later in the event.

That heroes reborn image, alone with the other preview tells me i can skip this entire event. Granted i may be a little crazy but sabretooth on that cover and the solicits tell me this will be the anti hickman when it comes to mutants to a degree of revenge porn. lol

If it doesn't tie into the main-verse, has events that don't come up again or main-verse, then yeah filler. In the sense you can read if you want, or skip & miss nothing of value.
Example, Jobbertooth is still locked up under Krakoa. Unless he's gonna be released, forgiven, pardoned, & have a brand new Heel-Face Turn in 2 months, then this doesn't seem like it'll relate much to 616. lol
In which case, readers can probably skip comfortably. If anything is missed, it can probably be caught on the wiki pages. Or this forum.

It doesn't HAVE to "tie into" anything to be a story of worth and value in and of itself. Yes it can be skipped (readers skip individual issues of the main on-goings) but it can be bought and appreciated entirely for the fact that it is separate and removed from in-universe continuity.

Everyone should skip time-travel and alternate reality stories on principle. Force them to do some other trope.
Working of the main universe characters is a nice thought. lol
For example, dig Jobbertooth out of the pit and actually FIX his character. Working on fixing the 19 years worth of damage to him could be great instead of focusing on an AU Sabretooth who we aren't gonna be seeing after this one-shot. lol
Unless he's gonna cross over to 616 and replace that version. lol
On positive note, I love the cover. Still surprised it's Lashley.
This colorist and the costumes seem to compliment his style MUCH better.
