I should note Marvel Future Fight finally got the X-Men guess which X-women got selected....Storm, Rogue and Jean. And that is company picking to make cash so...
They also got guy wise Wolverine, Cyclops, and Beast....Plus Magneto.

Well, it depends on the criteria you use... influence in the development of the X Men saga over the decades, popularity, who would you choose as a Leader, what decade are you speaking of...
Generally speaking Storm and Jean Grey would be there in all of this criteria (I am not sure in the Leadership one or if Jean was represented .. the real Jean has been missing for almost two decades! and I miss her...the confusing dopplegangers Marvel throws at us are not the same thing).
I understand many people like Rogue. I have never ever seen the point to her. Same applies for Jubille... she was Robin for Wolverine and..? Confusing development of the character afterwards (Gen X. dissapeared for years, depowered, vampire!?? teen mother??.. where is she? where has ever been?) I find them boring and their influence nihil...
I like Emma when she is written properly as she is the best 3D character in the book (when written properly and not as a girfriend MarySue... she is independent and funding the X Men and a political Leader.. not somebody´s girlfriend.. sometimes writers are SO sexist! the same with Storm and BlackPanther.. Thanks God Marvel had the brains to divorce them... ).
I really liked Kitty during Excalibur..it has been downhill for her since then. Kitty and Rachel were such a fun to read and Alan Davies was superb! I really liked Rachel then.
I have seen potential in Betsy but ... she never had it.. she was like lookin cool and around but never really got anywhere... Same for Dazzler.
And I miss names in the list: Illyana and Dani (we want Dani back!)
Having said that, female characters are usually way way more intersting to read than male characters in the X Men. Well done for the former writer most specially Claaremont-founding father of the X Men. And shame on the current ones.. you are making the X Men boring and repetitive to read Mr. Soule and Mr. Guggenheim!

I voted what's on my heart: Storm, Rogue & Shadowcat.
Nevertheless, I guess the logic answer is Storm, Rogue & Jean Grey.

Storm: consistent team member since the 80s and one of the two more iconic x-men leaders, present in tons of x-media
Jean Grey: member throughout the 80s-00s, disappeared a couple of times via death, loads of legacy characters and a very iconic story-line, present in tons of x-media
Rogue: consistent team member since the 80s (more than even Jean), present in tons of x-media
The other candidates either seem to have disappeared from x-comics for significant periods (Kitty), joined the team officially late in x-men popularity (Emma), just wasn't used in other media much (Psylocke) or some combination of the three.

I just voted for Jean and Ororo. If I had to pick a third, it would likely be Kitty, instead of Rogue, or even Emma, perhaps.
Just like with the dudes, its about era's... but all-time greats, it has to be Storm, Rogue and Jean.

Storm, Kitty and Psylocke.
Rogue, Jean or Emma work as well in place of Psylocke but I don't know. Psylocke seems to fit a certain mold.
Kitty's the young one, often in over her head.
Psylocke's the battle trained one and least likely to be randomly nerfed like Jean, Emma or Rogue are at times.
And lastly Storm as the always kick butt no matter what's happening around her. She IS the Storm.
