There are definitely different ways to look at this. There are eras like the 80s and 90s, both had very different directions and feels and then there's Mount Rushmore. All-time, put your bias aside, greatest. Breaking it down IMO:

All-Time: Jean, Storm, Rogue (as stated before)
80s: Storm, Dazzler, Kitty w/ Rogue and Jean as outliers
90s: Storm, Psylocke, Rogue w/ Jean as an outlier
00s: Storm, Emma, Rogue w/ Psylocke as a close outlier
10s: Storm, Psylocke, Emma; no one else is even close Rogue and Kitty have both been kind of MIA

Jean, Storm, and Rogue. Emma Frost and Kitty Pryde have knocked on the door but haven't broken through in the public imagination, and X-23 might manage to get there in a few years (depending on how things go with Daphne carrying a film).

Jean seems to be a obvious choice (like you said), but looking at your analysis, she's not top 3 in any era.

I think the top 3 is harder to choose that some might say.

I went with Storm, Emma, and it was a toss up between Rogue and Kitty. Jean's been gone too long to be part of the big three now.

Jean and Storm are cemented. Nothing eclipses either character at their peak.

For the third I think it can vary depending on the era we're talking about, so my vote went to the X-Woman out of the possibilities who had for sure the highest peak: Rogue.
