Is it possible lack of use of Nightshade is due to similarities to Raven?
Very good.
CBR just recently had an article out about the possibility of using the Charlton/DC heroes more due to the Watchmen.

Some fans of Nightshade may not know she was also nicknamed "The Darling of Darkness" over at Charlton.
I think it still can be used today.

So where would you guys like to see Nightshade next?
She could be really cool on an Outsiders team.
Maybe she could join Justice League Dark or another magic based team.
I also would like to see her team up with Wonder Woman.
I'd like to see Nightshade in her own solo series.
Perhaps Amanda Waller or the US Government will find a way to bring Eve back into the spy business.
Marvel has Black Widow as their female super spy, why not Nightshade doing the same for DC.
Perhaps now with Rebirth, DC will retcon back her government spy work with Captain Atom. As it stands
now King Faraday replaced Captain Atom in that department.

She could work as part of the government's magic and mysticism division. That could help combine both of her traits.
Here's Nightshade's original DC's Who's Who entry.
It does mention her time in Japan training in the martial arts, but I'm surprised Tiger is not mentioned as her sensei.

Eve with Shadowpact.
Not a bad line up actually.
Below is perhaps the only time that I liked this costume on Nightshade.
However, I prefer the original look when she came to DC.
