I'm talking in terms of pure strength and powers here.
I know a lot of Batman villains doesn't have superpowers so I guess they won't be in this thread. But I'm sure there has to be one who is ridiculously powerful. I'm thinking Clayface or Dr.Phosphorus?
Feel free to bring up villains from the 60s and 70s as well.
Off the top of my head I also think of that Scarecrow monster Batman had to fight once. He seemed crazy powerful but was short-lived.

Poison Ivy controls plants that can go all over Gotham and underground.

From a purely physical standpoint? Probably a toss-up between Bane, Clayface, Amygdala, and Grundy.
Form a martial arts standpoint? Shiva.
Poison Ivy powers are also pretty crazy depending on how far writers take her abilities.

Not really an easy question, would you consider Psycho Pirate a Batman villain? are you just asking about proven classics or do guys like Mr Bloom count?
Sticking to the classics:
Poison Ivy in terms of raw superhuman power, though a case can be made for Clayface
Ra's in terms of resources
Riddler and Hugo in terms of brains
Shiva in terms of fighting I guess
Bane as the ultimate combo of power, brains,fighting and resources.
