I wouldn't call them good but Penguin has appearances in Vol 1 and Vol 3 of All-Star Batman and in Red Hood and the Outlaws 20-25.

Penguin: Pain and Prejudice is one of my favorite comics.
The second Batman film is my favorite pre-Nolan Batman film, primarily because of Penguin.
Robin Lord Taylor's Penguin is the only reason I watch Gotham.
Just an all-around awesome character in every media.
