Steve is dead, this is a flash back of Steve and Diana we never saw in film.

I can’t see why they would just be doing flashbacks . people spotted both him and Lynda on the set but let’s get more information
Also what happens if this isn’t a flashback women didn’t wear pants often in 1917. Diana wore skirt and dresses to fit with WW. Unless this isn’t them actually in their outfits just hanging out. But what if Steve was revived to mess with her? I mean they wouldn’t be making a big deal out of it if it’s simply a flashback scene

Chris Pine looks more like the classic Steve Trevor
--than he did in the first movie--
I can only wonder why it wasn't used in the subsequent team up movies instead of having Cyborg miraculously speed up the Batjet.
They should have never introduced Wonder Woman in any movie outside of hers because it messes up many things logically that she might use now, but why wouldn't she use that in the future (i.e. BvS or Justice League)

So...what going on here?

Excellent move bringing Pine/Steve back. The chemistry was just too good to not bring back. And it fits with the lore of the actual character in the comics.

He's not usually a mindreader.
Gods are like the easiest of characters to make not dead.
And if it's Hades (or some somebody else who is not a Greek god but does have access to the afterlife, like perhaps Cheetah's god) then you do not need a psionic illusionist to make Diana see Steve, you can just send actual Steve.
Interesting that Steve is back. Could be a mind trick like others have said.

I hope its a genuine resurrection via godly manipulations.
I mean, she's very likely going to lose him again at the end anyway.
