Two Face is great, but Scarecrows past with bullying makes him interesting to me. One of those situations where if one thing had gone differently there would be no Scarecrow.

The mob/gangster rogues are good, but they need padding in their stories to become true contenders.

Ra's has got the benefit of being the main villain in the Nolan trilogy. Still its interesting that he is winning, when his role seems to have diminished quite a bit for many years in the comics now.

Is it weird that I think Batman's Rogue's Gallery is probably one of the best Rogue's Gallery in all of comics (right up there with Spider-Man's), but really don't consider any individual villain a particular favorite? I mean, I would've said Catwoman, but she's not even a villain anymore.

Man Bat and She Bat make for good opponents because Batman knows/feels that they’re innocents and purposefully holds back against them.
