I'm inclined to agree. Cage was hurt by the very same type of creative weaponry that can conceive of vibranium claws to begin with.

But even if his skin was impervious to the vibranium claws, Panther would likely realize that only the skin is bulletproof and find a way around it. Panther is skilled but also crafty and likely packs more of a punch than Rand (sans Iron Fist, of course). Panther's suit tanked mounted turret fire without flinching just as well as Cage could. Cage is too much of a mighty glacier in this case, and Panther has the speed, agility, defenses, and wit to jostle him and wear him down.
