Drago was barely evil at all really. He kinda just stood around and occasionally reacted to things. He killed Apollo, sure, but honestly....that was equally Apollo's fault.

Twister meanwhile was a murderous, racist, a-hole from the word go.

yeah, drago was more like a weapon the russians created to show off how awesome they were. he was a machine, period. he only did what he was ordered to do. he sure didn't feel good when he killed apollo but he didn't feel bad about it either.

Honestly, I don't think any of the Rocky boxers could be considered evil.

Rocky VS Apollo was mostly about pride and Rocky and Apollo proving themselves.
Mason was a loudmouth who broke his hand on an old man's hip.
Tommy was a bum.
Mr.T was, at worst, a trash talking jerk, but he trains hard and fights clean.
