In some ways, I am disappointed in the mining and merchant tribes.

River tribe gets a pass because Nakia can't fight her boo.

Seriously, though, I think the reason that the merchant & mining tribes didn't challenge is because they are pretty happy with the status quo. One controls the most important resource in the nation, the other has a lock on trade. Why rock the boat?
