I wouldn't quite say that. The incursions would have happened anyway, even if they weren't the Illuminati, even if they approached things nobly and with good intent. The multiverse would have collapsed together regardless. The point was there was nothing they could have done. What matters if they had conscience and goodness left to recreate and remake the world...and that is what counts. As Valeria tells her Uncle Doom, "Don't think about the end...think of how the world began"...Doom doesn't get what that means, he headbangs to Kanye's "I am a God" instead but Reed eventually understand far too late. So you have the liferaft (which is the construct in Central Park in SW 84).
Hickman decided to take the Illuminati at their word...give them a problem that's really big, one that seems to justify their mission of "We need to man up and start acting like supervillains" which underpinned their actions in CIVIL WAR and World War Hulk and so on...and then when they come up to the trolley problem it turns out they can't do it. So actual proper supervillains like Doom come in and bail them out. It was Doom who saved the Multiverse and it was Reed who saved the Multiverse from Doom.
