That looks like the Trapster -- he's had a few different costumes over the years, but that particular mask design was one of them.
I don't see the female Trapstr on that cover anywhere, but the rest of her Syndicate teammates are there -- perhaps this is her, using one of the original Trapster's old costume designs?

It really was. Bazaldua’s art is beautiful, and it brings back trans icon, Jessie Drake, the empathic metamorph from the absolutely amazing Nocenti/Lightle MCP #150-151.
I’m a lover of d-listers, and seeing her brought back made me scream. It was one of my first comics I had bought at the store as a kid.
Cool, and I remember reading that one in the Marvel TPB "Typhoid's Kiss" collecting a lot of Ann Nocenti's Typhoid Mary stories from the 90s. While my personal favorite might have been Spectacular Spider-Man #213-214, Marvel Comics Presents #150-151 was definitely a great read.
The spider is always on the hunt.
