Cortez's powers allow him to be a very nasty Omega slayer. He'd be absurdly effective against even a reality bender like Wanda. He's a silver bullet for taking out anyone too powerful for the quiet council to control. His performance during King in Black showed that he doesn't even need to make physical contact with his victims anymore. He juiced up Sunfire with a wave of his hand.

Before the Axis retcon, Wanda was a mutant/mystic hybrid character. She has both a mutant power and magic.
Does Wanda still have her base powers? Like can she do stuff without spells? Or is it all mixed now? It's never clear to me.

I've said before about my suspicion of Cortez wrt his motives and plausible ability to disguise himself as Mags, but that still wouldn't fit how he'd be able to beat Wanda. If he did he either had help or came up with a way to neutralize her powers.
