I don't think Harley Quinn belongs anywhere near the Justice League. I know she's popular, but she's not a hero. And even with the whole "anti-hero" argument, I still don't think she belongs anywhere near the Justice League. Keep her on the Suicide Squad or something. But hanging out with characters like Wonder Woman? Nah thanks.

I see the point, but she's a huge name where DC lacks a lot of females with similar recognition. There's also precedent for former villains joining heroic teams. I think of Cap's Kooky Quartet, for example. It might also present opportunities for conflict and character development on the team.

To me, the Justice League is supposed to represent the best of the best in terms of personality, ethics, trustworthiness, reliability, dependability, heroism, etc.. And despite her popularity, Harley Quinn doesn't meet the cut at all...conflict/character development or not. And instead of putting someone like her near or on the Justice League, DC should actually elevate actual heroines to join the team and not her. It's beginning to look like the Justice League will accept anybody for membership these days.
And there can always be conflict and character development in the Justice League without the team accepting criminals into its ranks. Take Batman and Green Lantern, for instance. Both heroes on the team, but they don't always see eye to eye (conflict). Or Green Arrow having conflicts with Green Lantern (in the past).
With Quinn, it's like DC is trying to force her into situations she has no business being in, only because she's popular. It's annoying and unfair to other characters who are Justice League material but aren't considered as popular as her. It's like putting a square peg in a round hole or something.

Justice League Detroit happened in the 80's, when when sensitivity about Romani culture and slurs wasn't nearly at today's levels, so no, nobody was going to write Zatanna as saying anything about it. She wouldn't, anyway, because, as was said before she's Italian-descent, not Romani.
