If you're talking about the first season, a lot of the early episodes are apparently filler/setup because their main arc tied into The Winter Soldier and they couldn't get into it until the movie was released. There are guides around on which episodes to skip to get the point where the plot starts moving.

I've heard a lot of people saying they didn't like it. So you're not alone.
Personally I think it's a great show. My wife & I enjoyed all of the first season.
One thing both fans and haters can agree on though is that it definitely goes up in quality at the end of the season.
