There was supposed to be a small 4 issue crossover between the JLA and Avengers but at the last minute negotiations between DC and Marvel fell through. The writers decided to go ahead with the crossover anyway so they created analogs and told their story. Two issues of JLA and two of Avengers that read as one story.

I didn't know this for a long time, but The Hellfire Club from the X-Men were basically a rip-off of a similar group from the 60's spy TV show "The Avengers".

I think that might be two different incidents. The older stories with the analog characters was a wink wink nudge nudge thing between the writers and the fans who were reading both companies' books. The one that was supposed to be an official crossover were the negotiations fell through was the one we actually got by Busiak and Perez. The original plan was to have the crossover take place in continuity in the on-going JLA and Avengers titles that were being published at the time. They couldn't figure out how to make the legal rights work...say DC wanted to reprint that year's JL stories in a trade, they wouldn't be able to us the Marvel published chapters of the story, that sort of thing.
