wasn't it always silver?

No. It was initially black until a colourist got it wrong and coloured it all-white for TAS and it became the default colour for 90's costume. In those panels looks Black at first and then it looks white.

I think it was black; I don't think in 616 it was every silver. maybe it was when she made an appearance in Wolverine solo book.

It was initially black. The highlights (the white bits) was just how the colourist depicted light hitting and reflecting off it. As with the Outback costume Kyss posted.

it's funny how 90s storm i thought was the quintessential storm but it was not until many years later I found out how wrong I was. in fact this was the start of her demise. the irony of it right? lol

I thought there was another costume that was black when she had shorter hair before thus period but I would agree it is white/silver and the the black is probably just shadows.
