As loath as I am talk about Nemesis, I really did not care for the comic at all because it's pretty exclusively pointless gore porn, this scenario needs more information.
What is Nemesis actually trying to do with Possible? Like, in the plot of the comic, Nemesis' whole deal was that he was absurdly rich and bored. He kidnapped the President and committed mass murder and stuff for no real reason. The main protagonist, Morrow, was kind of incidental to the whole thing. He was just the guy Nemesis happened to choose to play with that time.
Like, if Nemesis has the kind of ridiculous one-sided prep against Kim that he had against Morrow, of course he can kill her. Guy flooded the Pentagon with nerve gas just to prove a point and infiltrated and destroyed Air Force One, kidnapping the President into the bargain as his opening move.
He can certainly kill Kim Possible if he wants to.
Exactly. Nemesis is trash. He does it out of boredom and the lulz. His mission dictates what happens.
As in the whole comic run it was all planed by him. Literally, every damn thing.

I would point out that Kim has the definite tech advantage over him. As good as Nemesis is, there really wasn't anything over the top in his aresnel. His weapons are pretty standard with a few trick gadgets in his vehicles. And Kim is still by a wide margin a better fighter than anyone Nemesis has ever gone against before.
