On an interesting side, its actually confirmed the Humans of this verse actually have the potential to end up quite strong. Then I guess you have to ask why 50-100 seems to be average but guess no one been pushed that far.

History After the last armed conflict that ended 25 years ago between the World Government and the city state of Vermilion, Willa has been in hiding. Taking her hatred for the "peaceful" World Government and turning it to a life purpose, Willa has sought out a means to get revenge on those she thinks has wronged her.
