It has been confirmed that Kong is in chains in that scene.

So Kong gets captured by some human adversaries? Who? Could it be part of the conspiracy that is mentioned in the film's official synopsis? The one that involves a group of people trying to destroy monsters like Kong and Godzilla? Is Kong seen as bad again so humans have captured him in an effort to have Godzilla kill him?

i have seen a Kong toy in a big box store. small in size, and on the back of the box, it mentions Kong, Godzilla, and a few other creatures (may or may not be in the film, but at minimum they are in the K vs G toy line).
