Default BUSHMASTER (Netflix) vs DCEU GREEN ARROW

Ollie has taken on some superpowered folks in his time, can he take out Bushmaster (at full power).

Do we consider 'Final Form' Bushmaster's bullet-timing valid, and Luke hitting him PIS?
    Why are we here?

With prep and help, sure. In a fair fight, he has no way to even hurt Bushmaster that I can think of.

    There's that.

Bushmaster's Final Form was weathering hits from Luke, requiring a SEVERE beating from him to put down. Bushmaster was consistently hurting Luke, and had supporting feats (like kicking down the panic-room door...).

If he gets the bullet-time as well - I honestly don't see why not, it was clear as day, he had a power-up, and Luke hitting him seems to be the usual PIS - well, I don't recall Ollie being noted as having anything in that area of speed.

If it was actually legit bullet timing then it has to be PIS.

Cage has been shown to run pretty fast but his reflexes look pretty slow.

Well, the feat is a legit feat. Clearcut - it doesn't get much more clearcut, frankly. The question is if it's valid for Bushmaster. There are two ways of looking at it.

    1. Bushmaster didn't show THAT level of speed any other time he was hopped up to that extent.
    2. Comics are absolutely full of superfast people getting hit by not as fast people. That's PIS, and the feat should stand.

Supporting points for number one: Luke hits Bushmaster. Lots.
Supporting points for number two: Bushmaster explicitly is supposed to be faster when he's hopped up (it's noted by Luke, in fact). Here, he is massively doped up on his drug of choice, to the point where he's hitting far, far harder than before, so why not the speed going up as well?

Since we go with High-End feats that match the character's presentation, and Bushmaster's presentation is 'Gets a full-boost from his drug -- speed, strength, and durability', and in this scene is shown to have a pretty ridiculous boost to his 'normal' strength thanks to taking a crapton concentration of that stuff, I'm inclined to go with the idea that him bullet-timing doesn't really contradict his presentation, so should be valid (and Luke hitting him lots the usual low-ball, PIS sort of thing).

But that's me. Mileage may vary.

Honestly, the entire series was very wonky when it came to displays of power.

That being said, Bushmaster did straight up dodge a bullet but he was getting hit by practically everyone from Misty to Cage. Heck, even Shades threw some hands.

He never displayed any speed close to the bullet dodge before and after.

Which would be a valid argument against the bullet-time stuff.

Without the support of team arrow (well ... Black Canary), there isn't much Ollie could do hurt Bushmaster let alone put him down when he's at full power.

you are both right its onconsistent but it wasnt just that one feat, in his first fight against the jamaican gang, he bullet dodged the first bullet, it was not true bullet time like after the power up but he did dodge one at 1:42 :

If you loo at the scene closely the bullet embeds itself into the wall and then Bushmaster moves. The aim was also way off and would not have hit him either way.
