If Penguin, Arkham and Catwoman are spin-off from the Batman and lead to the next film it’s fine.

If you don't think DC's embargoes or restrictions are still a thing, Batwoman was only allowed to use Poison Ivy for 3 episodes.

This reminds of how DC initially allowed Smallville to use Lois only in 4 episodes. That was 18 years ago.
