That's a variant cover, a lot of them have characters from different eras. Wolverine, Cyclops and Rogue don't seen to be wearing those costumes in anything. I'm not sure that it's proof X-Baby Havok is showing up.

I think the images on these covers are supposed to be indicative of the scale of the two series, which they've said spans the entire past, present and future of the X-Men/Mutantkind.

Just an idea but maybe the members of houses X & M go to the arena to battle out any 'hard feelings'.
I like the idea of X & M being like two different political parties under one nation, I'm invested in the x-men than i've been in a very, very long time.
Arbor Magna could probably be a more civilized place for discussion debate ala a senate floor. Every mutant no matter their position of topics have a voice...that would be pretty cool.
