This reminds me how immigrants are considered by rich countries: the high-skilled ones are accepted, wanted… the ones who just seek a better life, frowned upon…
If it's true that Krakoa is an asylum for all mutants, some mutants are much valued than others by those who have the power, they have an utilitarian value.
Shouldn't the status of a mutant be written in the “constitution of Krakoa” rather than being discussed? And if the mutant had a value just by being himself, why shouldn't it be the case of a human, without powers for Krakoa?
