Honestly like Batman, Spider-Man's got quite a lot of underrated villains. From Silvermane to Alistair Smythe to Carrion. If you want to go more obscurer than that, the Looter is a prime candidate.
Does Peter Parker and Spider man themselves count? I do wonder how much of Peter problems are self inflicted.

In some people's conceptions, yeah. Even Nick Spencer made a case somewhat, albeit through J. Jonah Jameson and Kindred, that Peter was more responsible for his own misfortunes --- and the misfortunes inflicted on those around him --- than he cared to acknowledge or admit. In Jameson's case, he made the point that Peter's compulsive secrecy, self-isolation, and even antagonistic behavior toward Jameson himself as Spider-Man contributed to his alter ego's bad publicity. In Kindred's case, he argued that if Peter had come clean sooner about Norman Osborn's alter ego the Green Goblin, even at the risk of his own secret identity, so much of the misery Osborn would go on to inflict, both on Peter and others, would have been averted.

Yeah, one of the more interesting discussions(in-universe) is that RW laws make some kinds of evidence inadmissible in court simply because the identity of the person who found it isn't known. More so if the individual doesn't have chain of custody documentation for the item in question. So if Spiderman has "proof"... he'd have to figure out a way to get the police to find it on their own. If he steals stuff from Osborn to give to the police, that stuff isn't admissible in court.
Life Story's first issue handled it by having Peter anonymously drop a dime on Osborn to the police, giving them tips on how and where to find his stash of Goblin weaponry and equipment, which got Osborn locked up for years or decades in that universe, not that he didn't find ways to make Peter suffer even while in prison.
