Alright, here's my guess on what the announcement is:
The Mutants will be colonizing other planets, but it'll be on behalf of Earth and not specifically just Krakoa, and are cutting the rest of the Earth in on the benefits from these programs. Mutants act as Earth's representative on these new colonies. In exchange Earth ices anti-mutant laws and projects.

Spider-Man was a guest lecturer at the school. There was a series about it. So that could get Spidey an invite.

Also another great chapter in the history of Spideys and the X-Men: they actually almost sniffed out Otto possessing him during the Superior Spider-Man era since they noticed "Peter" was being so off. If he didn't talk his way out of them reading his mind they'd have caught him dead to rights.
