A certain portion of the time, sure. Though there are plenty of threats the Avengers deal with which in all likelihood won't effect Wakanda at all. And it's not like he actually needs to leave Wakanda to help the Avengers deal with those threats. And he certainly didn't need to be a school teacher on the side while he was doing it.
Again, if he wanted to spy on them he could have JUST spied on them. If he wanted to help them with big threats which might potentially endanger Wakanda he could have stayed in Wakanda and assisted the Avengers when their conflicts effected Wakandan interests.
But he CLEARLY did far more than just that. You can credibly say it was due to friendship or adventure or science or whatever... what you can't argue credibly is that it was done purely out of a sense of duty for Wakanda, because frankly it comes off as the exact opposite if you really break it down.
"Just" spying is counter productive to spying. A good spy makes the target feel they are not there for spying. Which is more difficult for him because they already know is king of another country. The school teaching may be more designed to fool the U.S. govt. than the Avenger.

Sending the ruler of another country to do the spying is also counter productive to spying ... which is why no one does it.
But even if for arguements sake joining the Avengers was the best and only way to spy on the Avengers, point being the spying explanation only works up to a point. Eventually they become his friends, earn his trust, and that reason for leaving Wakanda simply stops working. It becomes less about duty, and more about him simply wanting to stay in the States to be an Avenger with his super hero buddies. The scientist part simply adds to that.
And I'm assuming the US government weren't aware T'Challa was a school teacher in Harlem, otherwise they would have pulled him out of the school.

Yes, T'Challa does... but no other world leader does. And you know why? Because it doesn't make freaking sense. WHen you rule a country you have an actual job to go to which frankly should be MORE important.
If the UK's M15 decide they need to spy on Saudi Aradia, they don't send Prime Minister Theresa May. And if she DID go, you can be damned sure plenty of people would have issues with her neglecting her other job to play spy.
The reasons it's not done extend beyond the effectiveness or lack thereof as far as spy tactics go... it's not done because that's simply not what leaders do. Because again, it ultiamtely doesn't make sense. But even if it did somehow someway, the bigger point is T'CHalla himself knew that it wasn't necessary after a certain point. He didn't stay on the Avengers to spy on them out of duty... again, he did it because it's simply what he wanted to do.

Reading the history of BP and what happened when the meteor landed.. no it wasn't dumb luck, with the mutations of the people and the fact that they had to actually figure out how to mine and use the metal and learn it's properties.. Its not as though it could of landed anywhere and anyone else would be just like Wakanda.
It's been made clear time and time again that Wakanda is special because it's Wakanda.. not because of Vibranium
S'yan, Shuri, and now T'Challa.... Hmm what do all of them have in common in regards to not wanting to be King/Queen... Oh that's right, all of that was written by Coates... Huh.. it's like... He has his own agenda he is trying to push in regards to the throne and how he potrays the BP cast...
No need to keep going back and forth cville. That fact that people are using something in the 70's, secret identities that were all the rage back then, which Priest retconned into something that made sense, and it's trying to be countered with "yeah but why did he stay so long" when Priest already explained why in regards to defending Coates forced retcon that's meant to completely do away with Tchallas established character and how he rules, in favor of b*tch made tchumpa we saw in full swing this Issue.. Priest, Hudlin, Hickman in the FF, and other writers hell even Coates own inner circle dude in BP wow#6 have proven time and time again that Tchalla is a king, and warrior and hero first. Not some scientist (which since he made that claim he had not done anything scientific of his own, using Doom tech and praising Maximus)
