    It was closer to 15 years after she came to Earth-1, and tbh, most of us had just assumed the same exposure to Aquarius that had given her the Canary Cry had also deaged her. I think we were more easily satisfied back then.

    COIE messed so many things up. Dinah had a chance to raise her daughter but they made it an unhappy story. What's really messed up is that after COIE, Dinah was over 10 years younger than Ollie so they could fit her into the founding of the JLA and other places Wonder Woman no longer existed. People were upset at the age difference when the same people didn't care that Dinah had been nearly old enough to be Ollie's mother pre COIE. At least it was retconned to put WW back and Dinah was aged up a little bit so the age difference is much less.

    Black Canary traveled from Earth-2 to Earth-1 and joined the JLA in issue #75 (cover-dated November 1969).
    The revision to her origin started in issue #219 (cover-dated October 1983).
    Yes, that's fourteen years, but I chose to say "around 10 years after that" rather than "almost fifteen years later".
    All-in-all, it's not that huge a difference in the overall scheme of things.
    (Besides, the whole line was "Around 10 years after that, people thought the (implied) age difference between Dinah and Ollie was getting too great", so I'm assuming that some people started thinking about what to do much earlier than the actual issue with the story saw print.)
