Because in her distorted mindset at the time, she thought she was giving them a better life. And while she did improve the look of the town, she didn't realize they didn't have freedom to go about their lives. And the ones on the edges even less. They couldn't even function. Imagine being the poor bastard that has to use the bathroom on the edge of the hex. But when they confronted her directly it finally got through to her in a way that her image of Vision could not. And since Vision wasn't really himself, it was probably her wrestling with trying to get herself to wake up and stop being in denial.

The show certain doesn't give her the narrative protection a lot of other characters get though.
